Question about team budgets

Hi All,
Firstly, i'm new to this game and have found it extremely fun to play, especially thinking of ways to optimise component/point ratios 
As you know, we've recently moved to Race 4 and I have seen a $16m increase in the value of my team. I thought that this would be great as I would somehow receive this amount back in the budget for my team to potentially re-optimise the team for points but it looks as if I need to now sacrifice choice components because they have now gone up in value purely to meet my budget?
Is this correct? If so, it seems incredibly unfair to those players who have put the thought and effort into choosing the right components based on practice information and the build-up to a race weekend (e.g. Vandoorne replacing Alonso).
Am I able to keep my current team at all or will I have to make the component changes in order to meet this budget?
Appreciate the help, i've tried looking around for an answer but couldn't find it in the rules.

I am glad that you understand why the extraordinary cost adjustment was necessary to guarantee a good game play.
Extraordinary component cost adjustments according to rule 4.2.5 are only possible after race 3 and race 7. But usually it won't be executed after race 7 (never done so far).
The regular component cost adjustments are performed after every race from race 3 on. Rising or falling component prices influence your team budget directly. To improve your budget you should buy low and sell high. Additionally you get up to 2 Mio. extra money for your team after every race. Good players are able to double their initial team values (80 Mio.) till the end of the season.

Thanks for the clarification Maverick. I think it's slightly misleading when you say that it down't affect the team budget. Whilst the actual budget post-race 3 doesn't change the value of the components do, thus the budget of the team needs to be spent differently effecting the value of the current team I have to score points.
However, I do appreciate that adjusting specific components does make a more level playing field and can understand the logic behind it.
Just to clarify, the only time that a team's budget is affected is after the 3rd and 7th race by rule 4.2.5? I guess then that the idea is to make the best possible choices on components in order to increase the value of your team so that you can then make the best component choices which will maximize points scored?
