2015: Marussia will be back as Manor

The PFRL database has been extended with the team Manor. It looks very good that the former Marussia crew will make it to Melbourne under their new name Manor. The last year's cars have been adapted and they passed the crash tests.
If their cars will be fast enough to take the 107% hurdle remains to be seen.

If we pick Will Stevens to qualify 19th, and he does so but falls outside the 107% rule, do we get the 5 bonus points?
Yes, you will get the 5 bonus points. But there is a catch in it:
Rules 3.1.3. Driver 1 and 2:
The value is decreased by 1 Mio, if a driver may not take part in the real race because of the 107% rule (unless the costs are higher than the minimum value).
